Eligibility & Restrictions

Croatian organisations require valid OIB (Croatian tax ID). EU-registered companies can register with European VAT ID. From February 2025: CARNET-mandated domain owner verification is compulsory for all.hr registrations. Registrants must submit identity documentation (ID card/passport for individuals; company registration extract for organisations). Limit: 10 domains per company, 2 per individual.

Registration

Registry allows up to 5 years. We currently offer 1 year. From February 2025: CARNET requires identity verification at registration. Documentation must be submitted within the registry deadline or domain will be suspended. For organisations: company registration extract (izvadak iz sudskog registra) or equivalent. For individuals: valid ID card or passport.

Verification documentation can be submitted by the registrant directly or by the reseller on behalf of the registrant (batch submission supported by InterNetX).

Transfer Procedure

Domain must be unlocked. Transfer approval by registrant via email. Transfer extends validity by 1 year. Takes approximately 2 days.

Registrant Change

Requires authentication process; validation emails sent to current and new domain holder. Request cancelled after 5 days if no response. Expiration date not affected by registrant change. Post-February 2025: new registrant must also complete CARNET identity verification before the change is finalised.

NIS2 Compliance

Croatia has completed NIS2 transposition. CARNET enforces mandatory domain owner verification since February 2025 under the updated .hr regulatory framework. This is one of the strictest ccTLD identity verification regimes in the EU. Requirements: accurate registrant data including phone number, verified email, and identity documentation. Unverified domains are flagged for suspension and eventual deletion.

CARNET (Croatia) is one of the first EU ccTLD registries to enforce NIS2-aligned identity verification at scale. All existing .hr registrations are being retroactively reviewed. Non-compliant domains are subject to suspension and deletion.

Known Error Codes & Notes

OIB required: Croatian entities must provide OIB. EU companies can use European VAT number.
Domain limits: 10 per company, 2 per individual.
Third-level .from.hr: Reserved for Croatian citizens/permanent residents only; max 1 domain, name must match registrant.
CARNET verification mandatory: Since February 2025. Identity documentation required for all registrants. Unverified domains subject to suspension and deletion. Reseller must actively chase end-customer documentation.
Verification refusal: If registrant refuses verification, domain will be cancelled and deleted. No exception.
Unreachable registrant: If registrant cannot be reached after multiple attempts, domain flagged for deletion after formal notice period.
